So the amendment was rejected.
Mr. Motter submitted the following amendment:
Add at the end of the section : "But before this section
shall become part of this Constitution, it shall be submitted
as a distinct proposition to the qualified voters of the State,
at the election to be held as hereinafter provided, for the
adoption or rejection of this Constitution; and if a majority
of the votes cast at said election shall be in favor of this sec-
tion, then it shall become part of this Constitution, but not
otherwise.''
