When these accounts are paid there will be no claim
against the Convention Fund, excepting the claim of the

Which was read a first, and (two-thirds of the members
present concurring,) by special order, a second time, and
adopted.
The Convention then took up for consideration the order
of the day,
Being the report of the Committee to Consider and Report
upon the Rates of Interest, and the Usury Laws ;
The question recurring upon the motion submitted by Mr.
Silver, to indefinitely postpone the consideration of the whole
subject;
It was decided in the negative.
The question then recurring upon the amendment sub-
mitted by Mr. Page, viz :
Section —. In the absence of con tract, the rate of interest
shall be six per cent, per annum, but it shall be lawful to
contract in writing for the payment of any rate of interest
not exceeding ten percent, per annum.
Pending the consideration of which,
Mr. McCormick demanded the previous question.
The question then being,
"Shall the previous question be now put,"
It was decided in the affirmative.
The question then recurring upon the adoption of the
amendment submitted by Mr. Page.
Mr. Wilkinson demanded the yeas and nays.
