Mr. Rider (by unanimous consent), submitted the follow-
ing order: '
Ordered That it be entered on the Journal that Mr. Hor-
sey, of Somerset, is absent from his seat on account of sick-
ness ;

Which was adopted.
The Convention then resumed the consideration of the un-
finished business of yesterday, being the report of the Com-
mittee to consider and report upon the Rates of Interest and
the Usury laws of the State;
The question then recurred upon the motion submitted by
Mr. Merrick;
Pending which,
Mr. Mitchell demanded the previous question ;
Which was not sustained.
The question then recurring upon the motion submitted
