tary, draw one of said numbers from said hat, and that the
delegation whose representative shall draw number 1 shall be
entitled to the first choice of seats, the delegation whose repre-
sentative shall draw number 2, to the second choice, and so
on, in the order of said numbers until the seats of each delega-
tion are selected;
