Mr. Carter submitted the following amendment:
Amendment to section 17 of Executive Department—strike
out in line 9, the words "two thirds of the," and insert in
place thereof the words "a majority of the members elected
to the said" and insert in line 11, between the words
"by," and "that," the words "a majority of the members
elected to."
