The Council met.
Present as on Tuesday.
Ordered that the western shore [p. 269] Treasurer pay to Pinkney & Guyer
Twenty one pounds, eleven shillings and three pence due them per Account passed by the
Auditor.
In Council September 20, 1793
Whereas it appears by the Petition of John Hay of Harford County, that there has
been for some time past, a ferry over Gunpowder river from Joppa where he resides, that
he had licences to keep the said ferry for two years, that in the year 1791 he applied to the
County Court of Harford to renew his licence which was objected to by Mr Rumsey who
claimed the landing place as his property, that while the matter was before the Court his
wife had put over a person for which he was presented and fined. The Board on consideration
of the Circumstances and the recommendation of the Justices of the said Court do order
that the fine amounting to five pounds, as appears by a Certificate from the Clerk of the said
Court, be remitted upon all Costs being paid.

Ordered that the western Treasurer pay to John Winter Four pounds, ten shillings due
him per Account passed by the Auditor.
In Council September 21st 1793
By the Petition and representation of Philip Hall of Baltimore County it appears that
at January term last in Baltimore County Court of Oyer and terminer and goal delivery, he
was presented and fined for keeping an irregular public house (which fine he has paid) and
that in consequence, process issued upon his recognizance against himself and George Childs
and John Chunk his securities, upon which Judgment was obtained at August term last for
the penalty of six thousand pounds of Tobacco and Costs of suit; he declines making any
representation upon the propriety of the Conviction, and states that his conduct was justified
by example and the practice of long standing [p. 271] Innkeepers, and that he had
not the smallest expectation that he violated the laws of the State, that the forfeiture if exacted
will involve himself and large family in ruin, and his securities in great distress. Three of the
