Ordered that the western shore Treasurer pay to John Winter Four pounds, ten shillings
due him per Account passed by the Aud'r.

Monday 10. September 1792

The Council met.
Present the Governor

Mr Brice

Mr Ridgely

Mr Davidson

The Auditor is requested to issue Certificates for the Depreciation of Pay to Henry
Mudd and Martin Mudd late [p. 126] of the third Maryland Regiment, and deliver
the same to the Treasurer of the western shore, who is ordered to pay the same to Jeremiah
Mudd Brother and Administrator of the said Henry and Martin.

In Council September 10th. 1792

Whereas by a Certificate from the Clerk of Baltimore County Court of Oyer and
terminer and goal delivery, it appears that Hugh Barkley was presented at January term
last on two separate presentments for selling liquor without a licence, and was fined by the
Justices of the said Court, the quantity of six hundred pounds of Tobacco and Thirty shillings,
on each presentment, amounting in the whole to twelve hundred pounds of Tobacco and
three pounds Current Money for said offence. And the said Hugh Barkley by his Petition
represents that he obtained a Tavern licence at Baltimore County adjourned Court November
Term 1790 which authorised him to sell liquors until the September term following, at which
term, he was unavoidably prevented from attending the Court, but having paid the full amount
of a licence for a whole year and also five pounds for a years Street tax, he conceived he
might [p. 127] sell for one whole year from the time he took out licence, that at the
expiration of the said year he applied but found there was no adjourned Court of whom he
could get licence until March following, that upon being presented he submitted to the Court,
and was fined as aforesaid, that he has a numerous and helpless family to support, and is
unable to pay the said fines without distressing them. He therefore prays a remission thereof.
And three of the Justices of the said Court having recommended him to the Clemency of
Government, The Board considering all the Circumstances of his case do order and direct
that the aforesaid fines be remitted on payment of all Costs arising on the said Presentments.
