In Council April 21. 1791

Nicholas Walter an inhabitant of Pennsylvania by his Petition to the Board sets forth,
that he was presented at last March Court of Frederick County in this State for vending
Goods in the said County as a Hawker or Pedler contrary to An Act of Assembly in such Case
made and provided and was by the said Court fined ten pounds which also appears by a
transcript accompanying the Petition. He represents that he is poor and has a large family of
small Children to support and in his endeavors to provide for them he transgressed without
knowledge or intentions against the Act of Assembly, that the payment of the said fine would
reduce him and his numerous family to greater poverty and distress. And the [p.
294] Justices of the said Court having certified that they believe his Representations to
be true and that they are thereby induced from their own observation to Recommend him
as a proper Object for the interposition of Government, The Board do order that the said
fine of ten pounds be remitted on his paying the Costs accruing on the said Presentment.

Ordered that the western shore Treasurer pay to Benjamin Mackall Esqr. Fifty pounds
for a quarters Salary as one of the Judges of the Court of Appeals due the 1st. February last.

Commission issued to Matthew Tilghman, James Claypoole and John Page Esqrs. ap-
pointed Justices of the Orphans Court of Kent County.

The Council adjourned 'till Monday morning.

Monday 25 April 1791

The Council met.

Pres't. the Hon'ble. Henry Ridgely, John Davidson and
John Kilty Esquires

The Council adjourned 'till tomorrow morning.
