246 Journal of the State Council, 1784-1789.

Court, he obtained a licence, but unhappily for him, between the
time of his lodging the money with the Clerk and the next Court
when he obtained the licence, he had retailed to four several persons,
small quantities of rum for which he has been presented and fined, as
appears by a transcript from the records of the said Court, on four
Presentments, six pounds Current Money each, for the payment of
which, he was committed to the Custody of the Sheriff of said
County, the Petitioner prays a remission of said fines, and produces a
Certificate from the said Clerk, that he lodged the Money in his hands,
together with a Certificate from the Magistrate, that he applied for
the licence as stated in the Petition, also a Certificate from three
respectable inhabitants of the said County, who are his Neighbours,
that he is an industrious friendly honest Man and a very useful
member of Society, that they are persuaded the allegations contained
in his Petition are strictly true. And five of the Justices of Talbot
County aforesaid, having recommended a Remission of the said fines,
the Board upon Consideration thereof do order and direct that the
several fines aforesaid be remitted.

Ordered That the Western Shore Treasurer pay to James Mac-
cubbin Lingan, Agent for the Heirs, and Surviving Partner of
Thomas Richardson deceased Three hundred and fourteen pounds,
one shilling and ten pence specie agreeably to the "Act to adjust the
Debts due from this State" per Account adjusted by the Auditor
General due the 1st. September last.

Adjourned 'till Monday Morning next.

[p 300] Monday 3d. March 1788
