Commission issued to Edward Norwood, James Gittings and
William Gwynn, of the Great Falls of Gunpowder, appointed a Court
of Appeals in Baltimore County.
Colo. Jeremiah Banning of Talbot County is hereby appointed
Armourer at Talbot Town in said County, in Virtue of "An Act to
vest certain Powers in the Governor and the Council."
The Council adjourned 'till tomorrow morning 11 o'clock.

Ordered that the Western Shore Treasurer pay to Peter Engels
Two hundred pounds for the use of the Armoury at Frederick Town
in his charge and to be accounted for.
That the said Treasurer pay to James Sullivane, One hundred
and forty two pounds, fourteen shillings and five pence specie agree-
ably to the "Act to adjust the Debts due from this State" per account
passed by the Deputy Auditor.
That the said Treasurer pay to John Brown Twenty five pounds,
twelve shillings and nine pence specie agreeably to the "Act to adjust
the Debts due from this State" per Certificate adjusted by the Deputy
Auditor the 13th. Instant.
The Honorable John Kilty Esquire attended.
Ordered That the Western Shore Treasury pay to Charles Mankin
Eight pounds, fifteen shillings due him for the like Sum paid into
the Treasury on a Warrant to effect a part of the reserved Lands.
In Council May 19th. 1787
Dr. Francis Neale having by his Petition set forth that he was
presented in Harford County Court for assaulting a certain Hannah
Coop and conceiving himself innocent of the charge intended travers-
ing the same by Jury but a material Witness of his being absent he
could not with safety proceed to trial, that he used his utmost en-
deavors to procure the benefit of the Testimony of said Witness by
frequently having issued against him Subpoenas and Attachments
all to no effect, that in consequence of a delay of the trial he was
recognized by the Court aforesaid in the Sum of ten pounds Sterling,
that he duly attended every Court agreeably to the tenor of his
Recognizance until last March Court when he was called out to a
Patient and during the time being the fourth Day of the Court the
Recognizance was forfeited [p 235] that he appeared in half
