His Excellency communicates to M.r Speaker the following Mes-
sage.
Gentlemen of the Lower House of Assembly.
Your Assurance of your Attention to the several Subjects I have
on former Occasions recommended to you, on your Conviction of
their Utility, gives me Pleasure; and I can only repeat, that I shall
be happy in passing into Laws any Regulations you may agree upon.

Which was read.
M.r Speaker laid before the House a Petition of Thomas Bedford,
John Carter, William Dennis, and Andrew Spence, setting forth,
That they are Sailors belonging to the Ship Chance, Captain Robert
Campbell Commander; that the Captain had very cruelly treated
them, for which Reason they left the Ship, now lying in the Harbour;
whereupon the said Captain had, and still has, their Bodies confined
in Jail: And therefore praying the Interposition of the Legislature.
Which was read and rejected.
On Motion, Ordered, That Leave be given to bring in a Bill for
the Regulation of Officers Fees; and that M.r T. Wright, M.r John-
son, M.r Sim, M.r Ringgold, M.r Chase, M.r J. Hall, M.r Paca,
M.r Tyler, M.r Hammond, M.r Worthington, M.r Earle, M.r White,
and M.r Aq. Hall, do prepare and bring in the same.
On Motion, Ordered, That Leave be given to bring in a Bill for
abolishing June County Courts; and that M.r Johnson, M.r T.
Wright, M.r Bond, M.r Barnes, and M.r Chamberlaine, do prepare
and bring in the same.
On Motion, Ordered, That Leave be given to bring in a Bill for
more effectually preventing the buying and selling of Offices; and
that M.r Chase and M.r Paca do prepare and bring in the same.
On Motion, Ordered, That Leave be given to bring in a Bill for
the Relief of insolvent Debtors; and that M.r Chase, M.r Thomas,
M.r Griffith, M.r Tolly, and M.r Chamberlaine, do prepare and
bring in the same.
On Motion, Ordered, That Leave be given to bring in a Bill for
the Enlargement of the Powers of the Corporation and the Jurisdic-
tion of the Mayor's Court of the City of Annapolis, and that M.r
Paca, M.r Hammond, M.r Chase, M.r J. Hall, and M.r Johnson, do
prepare and bring in the same.
On Motion, Ordered, That Leave be given to bring in a Bill, to
repeal an Act, entitled, An Act against Ingrossers and Regrators;
and that M.r Chase, M.r Thomas, and M.r Paca, do prepare and
bring in the same.
William Fitzhugh, Esq; from the Upper House delivers to M.r
Speaker the Bill, entitled, An Act for the Adjournment of the Pro-
vincial Court, thus indorsed; "By the Upper House of Assembly,
