The house being divided, the question was determined in the
affirmative, by the honorable speaker.
The bill sent to the upper house by M.r Selbey and M.r Thomas.
The governor communicates to M.r speaker, the following message
Gentlemen of the lower house of assembly,
Some of the contractors for the transportation of felons from
England to America, having made grievous complaints against the
quarantine law, that was made here during the last sessions, which it
seems hath been considered, as very oppressive, unreasonable and
cruel; and which indeed, I think, might be in some respects amended;
I recommend it to you, to take it at this time into consideration,
and by a new bill, to obviate the just objections to which this act is
liable: That you may know in what light the contractors see it and
have represented it to his Majestys ministers, I shall communicate
to you some letters and copy of a memorial that I some time ago
received from England, relative thereto.
