Journal of Accounts which carried the Armourer's salary, cannot now be deter-
mined. The report showed that the military supplies were stored in various
places—in the Council Chamber, "above the Council Chamber", "under the
Council Chamber", and in the Powder House; these were itemized and enumer-
ated in detail. Most of the arms were in a dilapidated condition. Thus of some
thousand muskets and carbines more than two thirds were reported to be badly
in need of repairs or very rusty. Among the arms and equipment listed were
pistols, bayonets, broadswords, blackhilted swords, halberds, pikes, gun flints,
powder horns, cartouche boxes, musket balls, and "great shot", trumpets, and
drums. On the Half Moon Battery the fifteen pieces of cannon lacked aprons,
tompkins, and cramps, and were unfit for service, and the several old cannon
mentioned in previous reports had totally disappeared. A considerable quan-
tity of powder in barrels was reported as stored in the Powder House. Loans
of powder to individuals, which was to be replaced from time to time by fresh
powder, were authorized by law, but the report showed that in several instances
there had been no replacement made. Reference is also made to the "present
Armourer" who is not named (pp. 146-148). The house concurred in the
report (p. 233).

WALTER DULANY ELECTION

Walter Dulany, brother of the noted lawyer Daniel Dulany, the Younger,
who was Mayor of Annapolis, and one of its most, prominent citizens, had been
elected to the Assembly in the autumn of 1764 as a delegate from that city.
After his election, and before the first meeting of the newly elected Assembly
held in September, 1765, he had disqualified himself from sitting in the As-
sembly by accepting the appointment of Naval Officer of Patuxent (pp. 21-22).
The Maryland Gazette of Annapolis, on November 29, 1764, had thus recorded
the results of the Annapolis election held in that year: "Monday last came
on the Election of two Representatives to serve in the next General Assembly
of the Province for this City, when there were three Candidates proposed by
the Electors; The Election lasted until evening, when the poll was closed, and
stood thus, For Walter Dulany, Esq. 132 votes, Samuel Chase, Esq. 88 votes,
George Steuart, Esq. 59 votes, and the two first named Gentlemen were
declared duly elected". Dr. George Steuart, long one of the delegates from
Annapolis and the wheelhorse of the Proprietary party in the house, failed
of election by a large margin. After Dulany had forfeited his seat by accept-
ing an office under the Government, the Lower House on September 24, 1765,
ordered the Speaker to issue his warrant for a new writ of election to fill the
seat to which Dulany had been elected the year before (pp. 20-21). This
special election, which took place during the recess following the September
session that had been prorogued on September 28, occurred before the meet-
ing of the November-December session. The Annapolis Gazette for October
10, 1765, records "that on Saturday last Walter Dulany was re-chosen repre-
sentative from Annapolis, his seat having been [previously] vacated by his
acceptance of Naval Officer of Patuxent since his election last year."
