N. B. If it should be objected that there has been another War
before this, whilst Mr Ross was Clerk in which there might be a great
Increase of Service, it is answered that the Seat of that War, not
being on this Continent, not much public Business arose here from
it & as a great Part of 19,162 arises from frequent Proclamations to
call & prorogue the Assembly during the War and arising therefrom
tho' they are not considered as such it makes the Yearly Amount
supposed much more than it otherwise would be & will fully make
up for that Objection.
