to disturb the minds of My Tenants, and I suppose that if the
Gentlemen of my Council of the Upper House of Assembly had not
apprehended that some such inconveniency would follow, They
would not have admonished on it — I much approve of the Upper
House for their amendment to the Bill aforesaid, and thank them
for their rectitude and strict regard to Me and to My Provincial
Tenants, as a Barrier against expensive and Vexatious Litigation as
might happen by Law between Me and My Tenants as aforesaid,
and the only means to defeat the base aspersions levelled at my
Provincial Chancellor, A Doctrine published and inculcated in my
Province by Evil-minded People. That My Provincial Chancellor
was not at liberty to give a Decree against Me &c and this without
any shadow of cause vilely forged at me and My Chancellor. I hold
the author for his false and flagitious doctrine in the utmost con-
tempt, low as he is for his weak and wicked Effrontry in violation
and against all Truth.
As to the Bill "for Quieting Possessions and enrolling Convey-
ances &c such a Bill I agree is right in Justice, but then Reason and
the Law of Nature dictateth, Whatsoever Right any Man requireth
to retain, he is to allow every other man to retain the same, the
allowance admonished by the Upper House to the Bill, Id, Est, the
Alienation Fine being satisfied is a right Equalia, Equalibus to me
and is Proportionalibus to that right and security I am willing to
assent to be retained for others by a Bill, and this I think is Distribu-
tive Justice properly termed Equity, this Justice the Upper House
by their above amendment to the Bill, Allowed to retain Honour,
Union and Equity between Me and My Tenants for our Common
Peace and Benefit and against Loss or Ill-Will, and for this they
are truly Just in their intentions, and I doubt not their continuance
of such Equity on this matter and of all concerns between me and
My Provincial Tenants, and I doubt not of yours and my Councils
Honourable Lawful and Equitable discharge to Me and to my said
Tenants according to Your Oaths under Obedience to his Majesty
and on my behalf as Lord Proprietor of Maryland, and of yours
and their just regard to all Persons Matters and Concerns properly
of Cognition before you as my Chancellor and those of my Pro-
vincial Council. And I hope on Revivor of the said Bill the Lower
House will Allow of so equal and just amendment to be incerted
in such Bill or Act offer'd and expressed by the Upper House as
aforesaid.
Given under my Hand and Lesser Seal at Arms at London this
sixteenth day of January in the fourteenth Year of my Dominion
of the said Province and in the Year of Our Lord 1765.
