People coming hither with a View to intimidate either Branch of the
Legislature or to lay them under any Restraint We shall therefore
immediately take every Step in our Power to prevent any Measures
that may have such Tendency to which End we pray your Excellency
to lay before us the Evidences you have reced of the Arming or
Assembling of any Bodies of People with that Intention.

We are very sorry to find such an Imputation on a Member of our
House as that laid on Col.o Cresap and we yet have Hopes that your
Excel.ys Information in that Parlar is without just Foundation as it
appears by our Journal that he has not attended the Houses since the
22.d Nov.r at which Time we conclude he left this Place and when it
could not be foreseen that any Difficulties would arise beT the two
Houses in Relation to the Payment of any Public Claims

As we should be very far from countenancing in any of Our
Members a Conduct tending to disturb the public peace and deprive
any Branch of the Legislature of that Freedom of Debating and
judging which is essential to the Constitution we think it a justice
due to the Public as well as to Col.o Cresap that this Charge ag.t him
should be examined and set in a true Light and therefore hope y.r
Exc.y will comunicate to this House the Evidence on which the
Charge contained in your Message is founded

which he read in his Place and afterwards delrd in at the Table
The said Address being read the 1.st & 2.d Time by the Clerk was
approved by the House and Ordered to be Ingrossed

Sam.l Chase Esq.r brings in and delivers to Mr Speaker a Bill
Entitled an Act for destroying Crows and Squirrels in parlar Coun-
ties which was read the first Time and Ordered to lye on the Table

Col:o Tilghman brings in and delivers to Mr Speaker a Bill Entitled
an Act for raising Str for every Hh.d of Tobo exported
out of this Province for the Support of an Agent at London for
the Service of this Province which was read the first Time and
Ordered to lye on the Table

The Bill Entituled an Act to compel free Negroes and Mulattoes
to procure Certificates of their Freedom was read the first Time and
Ordered to lye on the Table

Thomas Johnson Esq.r brings in and delivers to Mr Speaker the
Address (to the Governor) Ingrossed which was read and assented
to and signed by Order of the House by the Hon.ble Speaker

Ordd that J Hollyday Esq.r and M.r Grahame do acquaint the
Governor that the House hath prepared an Address to be presented
to him and desires to know when and where he will receive it they
return & acquaint Mr Speaker that the Governor signified he would
receive the Address immediately in the Conference Chamber
Ord.d that J. Hollyday Esq.r do present the Address
