Houses agree, that the Establishment of a College is a matter which
wou'd be productive of many great advantages to the Inhabitants &
requires as you Say, and we admit, the most mature Consideration
we must Submit to the Judgment of the Public, whether your Hon-
ours in detaining the Bill, and evading to point our your Objections,
or propose Amendments, after it had been So long under your Con-
sideration, or this house in pressing for the bill, and your Sentiments
upon it, with a declared Intention to publish both to the World, have
proposed the more rational Expedient for bringing about that mature
Consideration which your Honours affect so much to Desire.

The house met according to Adjournment &c.a
An Ingrossed Bill Ent,d an Act to revive Kent County November
Court and to Continue the process therein was read and Assented to
and Sent to the Upper house with the paper bill, by Col.o Loyd and
Major Hynson.

Mr Hanson brings in and delivers to Mr Speaker an Address to the
Governor which was Read Approved and Ordered to be Ingrossed.

To his Excellency Horatio Sharpe Esq.r Governor & Commander
in Chief in and Over the Province of Maryland
The humble Address of the house of Delegates.
May it please your Excellency.
By the report of the Committee of both Houses of Assembly
appointed to Inspect the Office & proceedings of the Commissioners
for Emitting Bills of Credit Established by act of Assembly it appears
to this House that Several officers appointed to collect the Taxes, by
Virtue of the Laws of this Province, have been very remiss in making
their payments, For your Excellencys fuller Information of the par-
ticular failures, we beg leave to refer you to an Extract from the
Said Report here with sent, & request that your Excellency will be
pleased to direct the most Effectual Measures to be taken to enforce
the Speedy payment of those Deficiences
Was Read and assented to and Signed by Order of the house by
the hon.ble Speaker
Ordered that Mr Plater and Mr Johnson do acquaint the Governor
that this house hath prepared an address to be presented to him and
desires to know when and where he will please to receive it, they
return and acquaint Mr Speaker that his Excellency was pleased to
Signify that he would receive it immediately in the Council Chamber
