Gentlemen

As We are of Opinion that several Amendments are necessary
to be made to the Act Ent.d an Act for amending the Staples of
Tobacco for preventing Frauds in his Majesty's Customs and for
the Limitation of Officers Fees, We cannot agree to continue that
Act as it now stands, and have therefore returned the Bill Sent Us
for a Continuance thereof with a Negative, but if it be agreeable to
You We are willing to nominate some Members of this House to
confer with such as You may appoint to consider what alterations
or Amendments it may be expedient to make in that Law now in
force so that a new Bill may be there upon framed

By the Lower House of Assembly 13. Oct.r 1763
May it Please Your Honours

In answer to Your Message of Yesterday attending Your Negative
to our Bill for continuing the Act Ent.d an Act for amending the
Staple of Tobacco for Preventing Frauds in his Majesty's Customs
and for the Limitation of Officers Fees, We beg leave to inform
you that We do not chuse to enter into a Conference upon the general
Subject of a new Inspection Law as you seem to desire — Some of
your amendments and Alterations when proposed We may possibly
incline to come into, Others We may resolve totally to reject and
others to debate upon — So that it appears to Us a more eligible
Method of Proceeding for your Honours to point out by Way of
Message the Alterations and Amendments you think Expedient which
may probably either make a Conference unnecessary or reduce the
Subject of it to a few explicit points and of Course render the Debates
upon the Points of Difference more short and easy

We would therefore request your Honours to make Us acquainted
with the Alterations and Amendments you incline to have made
