On Motion, that an Address be prepared to his Excellency, in
Answer to his Message of Yesterday: Ordered, That the Committee
of Laws do prepare and bring in the same.
On Motion, the Question was put, that Leave be given to bring
in a Bill, To lay an Embargo on Ships and Vessels, to prevent the
Exportation of Provisions, Ammunition, or Warlike Stores of any
Kind;

Resolved in the Affirmative: Ordered, that the Committee of
Laws do prepare and bring in a Bill accordingly.
On Motion, that an Address be prepared to his Excellency, in
Answer to his Message of this Day: Ordered, that the Committee
of Laws do prepare and bring in the same.
Major Hall, from the Committee of Laws, brings in an Address
to his Excellency, which was read, approved, and ordered to be
ingrossed.

to Mr. Speaker, the following ingrossed Address, viz.t
To his Excellency Horatio Sharpe, Esq; Governor and Commander
in Chief in and over the Province of Maryland.
The humble Address of the House of Delegates.
May it please your Excellency,
The Reasons in Governor Shirley's Letter, communicated to this
House by your Excellency, in your Message of this Day, mentioned
to have induced the Northern Governments to lay an Embargo upon
all Vessels laden with Provisions, Ammunition, or Warlike Stores of
any Kind, for one Month, has inclined us to come into the same
Resolution; and though an Act, which we have already passed this
Session, is so severely restrictive, that we have good Reason to hope
it will have the desired Effect, yet to manifest our Zeal tor the
common Cause, and our Desire, by every Measure in our Power,
to distress our Enemies, we take Leave to inform your Excellency,
that a Bill for laying an Embargo is now forming, and will forthwith
be sent to the Upper House.
Which was read, and assented to, and signed, by order of the
House, by the Honourable Speaker.
