That the said Treasurer pay to Colo Francis Ware eighty two
pounds two shillings specie agreeable to the Act aforesaid for sundry
Accounts due the Militia of Charles County and passed. —
Ordered that the western shore Treasurer issue a Certificate to
Zephaniah Turner Esqr agreeable to the "Act proposing to the Citi-
zens of this State Creditors of Congress on Loan Office Certificates
&ca " for thirty seven pounds ten shillings due on two Continental
Loan Office Certs adjusted by the Audr Genl 19th Instant —

Commodore La Ville Brune having requested that no Flag be suf-
fered to depart this State, until the Fleet under his Convoy shall sail :
we cannot permit you to leave this Port without his Approbation:
if you wait on him, and he shall think proper to grant you Leave, we
have no Objections, on your producing it to us.

We were favored with yours of the 20th Inst. Having given the
most serious Attention to the Propositions of the Merchants and
Gentlemen of your City, and fully considered the Extent of our
Powers and the Resources of the State, it gives us great Pain to find
that, neither our Powers nor Resources will enable us to obtain their
Assistance, on the Terms proposed. Both Candor and Justice re-
quire this explicit Acknowlegement of our Incompetency, and forbid
us to make Engagements in which Punctuality is required, when the
Execution of them must depend on Circumstances and Events. Be
pleased to express our Thanks to the Merchants and other Gentlemen,
for their Attention and Zeal, and our Regret for the Want of Means
to give Effect to their Propositions

It is totally out of our Power to comply with the Terms of the
Merchants, and we must therefore decline all Thoughts of their As-
sistance on the present Occasion. We are however, greatly obliged to
them for their polite Attention, and we beg you will accept our
Thanks for the Trouble you have taken in this Business

send one pound ten shillings out of the money set apart for the Con-
