P. S. Mr Richd Tilghman the 4th has Recd a great deal of wheat
from me by order of the Special Council, and had it ground at the
Head of Chester Mills. I was order'd to deliver what he might
call for suppose he has a great deal of flour ready.

December 27

[Francis Nichols, Fredericks Town, to His Excy
Thos. S. Lee. Esq.]

I have the Honr to inform your Excellency that by the Authority
invested in me by the Honourable Robert Morris Esqr superinten-
dent of Finance — as you will see by the following extract of my
orders I have appointed Colo Moses Rawlings who I have Contracted
with for the supply of this Post — to receive any article — of specific
supplies required by the United States from the State of Maryland,
extract — you are hereby authorized and impowered by yourself
or such person or persons as you shall appoint for that purpose to
receive any articles of specific supplies required by the United States
from the State of Maryland for which a Duplicate of the receipt
given shall be forwarded to me by yourself or the person by you
authorized and such person or persons shall be by you nominated
to the Governor of the said State and your his or there said recepts
shall be a sufficient Discharge for such supplies as can be applied
to the feeding of Prisoners and Guards in that State.
I hope what I have done will meet with your approbation.

[A. F. Cheney, Annapolis, To His Excellency the Governor & the
Honourable the Council]

The Remonstrance & memorial of Andrew Francis Cheney on
behalf of his son Francis F. Cheney now a prisoner in the Goal
of this City.
Your memorialist humbly begs leave to represent to yr Excel-
lency and Honors, the situation of his unfortunate son, who has
been lately afflictd with the Hospital Fever, for above nine weeks, &
now in an IndispoStd State of Health, resulting from the shock-
ing place of his Durance, where at this Time he has no place free
from water, even to put his Bed; & he is himself oblig'd to keep
his Feet on a Stone to keep them out of water. This situation your
memorialist humbly conceives, must affect the feelings of every
tender & humane Breast, let his offence be ever so atrocious, it is
a maxim in Law, that no man should be deem'd guilty before he is
found so, by his peers.
This being the case, your memorialist is emboldened to apply to
the tenderness, humanity & benevolence of your honorable Board,
well hoping from the benignity of each of your Hearts, you will
