dared to contend for, yet a relaxation in our Exertions will not only
be disgraceful but may prove dangerous and even fatal to our Liber-
ties. Congress on their part, are determined to prevent both the one
and the other and accordingly have thought proper, by their Act of
the 10th instant, a copy of which I have the honor of enclosing your
Excellency, to call upon the Legislature of each State in the most
pressing manner, to compleat the Quota of Troops assigned to them.
The same Act contains several other requisitions, and the whole of
such evident magnitude and importance as render it unnecessary to
urge any thing more upon the Subject.
I have the honor likewise of transmitting to your Excellency a
copy of an Act of Congress of the 11th instant, recommending it
to the Legislature of each State to ascertain, as soon as practicable,
their number of white Inhabitants.
A foundation for equal Justice, on a very important occasion,
being the object they have in view in requiring the above informa-
tion, your Excellency and the Legislature of your State will, no
doubt, concur with me in opinion, that the business should be ac-
complished with all possible accuracy and dispatch.

Colo Burr Harrison of the State of Virginia has Just been offered
to Manufactor the Wheat I have on hand and furnish Barrells his
Mills is very convenient to this place his termes is one Shilling
Virginia Cury per Bushel for Grindg Bolting packing and Storage
the Barrells he will furnish for Two Shillings Virginia Currency &
have them well Coopered, if you approve of his offer you will please
inform by next post, his Mill is not more than forty Miles from this
placed and a good Navagation and not more than ten or twelve Miles
from some of the wheat.

I am desired by the Justices of the Orphans Court to acquaint
your Excellency that there is now only three attending Members,
Doctor Thomas having resigned and Mr Lawrence declining to
serve from his bad State of Health, and that the Court wish to
have two others Commissioned who reside in or near Frederick
Town. I am also to acquaint your Excellency that no Commission
for the County or Orphans Court has been received since this time
two years, and that I believe it is the wish of the County Court
to have one or two other Justices Commissioned who reside in Town,
the most of the out door business being done there makes it neces-
sary, I am inclined to think Colo Price, Colo Ben. Johnson or Captain
John Adlom would serve.
