the flower by water from this to Potomack, would be attended with
very great risque, and to cart it over by land, would cost more than
would purchase a Waggon & team under these reflections I have post-
poned the business untill I hear from you upon the Subject which I
beg may be by the return of Mr Lansdale

I yesterday Received from Phila pr John Fulton & Henry Magill
Two Brass 4 pdrs Mounted on Travelling Carriages with Limbers &
Ammunition Boxes Compleat

Your favours of 23d July & 3d Augt Came to hand the 9th Inst in
consequence of which I gave orders to our recruits, Draughts &
substitutes to prepare to march Immediately, the gratest part of them
met me at this place on Tuesday last, and have agreed to march on
Friday next, if I can pay them their Bounty, which I am realy afraid
I Cannot, as it is imposable to Colect it from those that owe the 4 p
Cent however as many as I can pay, will march with the late Draughts
many of which seem very willing to do their Touer of duty; others
I am afraid will desert.
I have very Carefully Examined into the Complaints of the
Draughted men, and such as Came within the law I have Discharged,
the reasons shall Come with the officer that Brings up the men. I
have in sum Instances done what is not waranted by the law, for
whare a Draught did not find a substitute within Twenty days he
could not find one, Except he Inlisted to serve three years, many
Complained that they did not know that, and sum married men that
have large Familys & ware in years I Recd substitutes from to serve
the same time they ware Compeled to serve themselves This I hope
will meet your Excellencys approbation, as I have done it purely to
releave the Distresd, & the public Cannot be worsted by it
Their is Two of Our Draughted men had entered on bord the
Barge Protector, Capl Walley, for six months Before the Draught
these men have requested me to Join their request to Capt Walleys
that they may not be put in the Land Service, as they are already
Ingaged in the service of the State by water which they much pre-
fer, tho they are perfectly satisfyed to march if their is a real Neces-
sity and you order them so to do, I have Consented to let them Con-
tinue whare they are untill I heare from you and have your further
Directions.
Inclosed you have the role of the Select Militia, hope you will send
down their Commissions, as they stand recomended on the role, I
should have sent them up sooner by Express but had not as much
