[Jas Govane to Thoms C. Dye Esqr now at Annapolis.]
With the greatest Impatience I have been waiting since the meet-
ing of yr Honl House for Orders concerning the State Horses under
my care. Being promised by the council to hear from them soon after
yr meeting about the Middle of Decemr I was informed Capt. Cockey
had orders to send his to Annapolis I immediately sent to Balto in
hopes of Orders for those in my care but could find none. The
Credit of the State to yr knowledge (being Exhausted) I could by
no means procure Hay for them. I have found them in Corn &
Straw since Octo You will Dr Sir confer an obligation on me by
An Answer on the Return of Peter, some of them are much reduced,
and think had better be sold at Public Sale as numbers of people are
Dayly Applying for them.
I hope ere this the confiscation Bill has passed

I understand the State Intends purchasing Vessells for the De-
fence of the Bay. I have a Brig at Baltimore that will Carry 16
Guns. I will Deliver her in good order and will Sell her Cheaper
then they Can purchase or Build. I will Take Tobo in payment and
will Indulge them Jointly in the Payment, Shall Take it a great
favor if you will mention her to the Govr & Councell I want to hear
from you about my Large Schooner. Am Getting her Ready to
Launch as soon as possible

T. Johnson Esq. Secry of the Council.]
Yesterday a letter under your signature directed to the Secy of
the board of Admiralty was put into my hands requesting a supply
of Commissions &c for armed vessels; from which it appears that
you have not yet been made acquainted with the alteration which
Congress by their act of the 27 July last have been pleased to make
as to the mode of issuing such commissions in future
In a letter which I had the honor of writing to his Excellency the
Governor of your State on the 28th July last I enclosed the Act of
Congress above mentioned together with 15 blank commissions and
informed him that it was the intention of Congress that all commis-
sions & instructions in force on the 2nd of May last should be can-
celled as soon as possible and the new ones Substituted in place
thereof. I have not yet been favored with an answer to my letter
and as you seem to be ignorant of its contents take the liberty of
enclosing a copy thereof also forty blank commissions &c for armed
vessels. You will please to return the bonds when executed when
more are wanted for your State they shall on the first notice be
forwarded.
