ruin'd, therefore if any thing is possible to be done to prevent it
I hope our Excellency will give me immediate directions.
I rececd in the last month upwards of 3000 Bushls of wheat &
more is still coming in the Enemy being on our coast Prevented many
from delivering & we could not appoint a place where the inhabitants
on the water could deliver their wheat what had been do I was oblige
to remove I had Your Excellencys order to remove public Stores to
places of absolute Securety it was out of my Power to procure Teems
at that time to remove it to such a place, nor do I know how far this
order intend'd I apprehend'd if I remove the flour &c. at such a dis-
tance from the Water that it wld be safe from a small party coming
after it wld be complying therewith but If Your Excellency wishes
the Stores to be secured I shall proceed immediately on notice to pro-
cure Houses on the N. Side deer Creek near to York County, for
this Purpose I must be Authorised to impress teems. I shall stand
in need of a Waggon or two all summer if Your Excellency thinks
Proper I will purchase & fit up 2 teems, without them I see no way
of doing my Business, the trouble & expence of impressing even the
Teems I shall want with more then the first Cost of 2 teems to the
State renders agreavance to the People for we have no Teems keept
for the road in the County.
I flatter myself Your Excellency will excuse my so frequently
giveing so much Trouble with long tedious Epistles

I wrote you last week that I intended to Washington County, and
in case I did not hear from you that I should have the Prisoners here
under the care of Major Smith, I have been longer detained then I
expected but hope to get away in a few days. Capt. Folger of the
Anteloop has Captured and brought in here, Capt Mathew Mangin,
Lieut William Lewis, and Josiah Johnston Master, taken on board
the Privateers, Jack in the Lanthorn, Lieut. John Chambers and
Nicolas Burns, taken on board the Resolution. Capt. Mangin is de-
sirous of a Parole, to endeavour to effect, the Exchange of himself
and Crew, for an equal Number of the Subjects of this State, now
in Captivity. There is Seventeen Seamen Prisoners of war in Goal
besides, which if an Exchange is not expected shortly had best be
moved to Frederick, for they are not secure here

I herewith send you under Guard, Three Prisoners, part of the
same Crew that I sent to you, takin in a Canoe at Point Look out
together with John Taloe, who was takin up in consequence of a
paper signed Arthur Gage &c. which was found in the pocket of one
