September 1742 Messrs Dulany and Wootton present to the
Governor Mr Macnemara as Clerk for his Approbation who return
to their house, and afterwards Messrs Calder and Thomas Attend
to see him qualified
August 1745 Messrs Goldsborough and Henry Present Mr Tilgh-
man as Clerk for the Governors Approbation who return to their
house, and afterwards the same Gentlemen came again to see him
qualified
March 1745 Messrs Lloyd and Harrison Present to the Governor
Mr Tilghman as Clerk for his Approbation, who return to their
house and afterwards the same Gentleman came again to see him
qualified
November 1746 Messrs Key and Gresham present to the Gover-
nor for his Approbation Mr Macnemara as Clerk in the Room of
Mr Tilghman who resigned and afterwards the same Gentlemen
came again to see him qualified
By these Messages you will see the uninterrupted course of Pro-
ceeding since my first arrival in the Province till this time. And if
you look into the Journal of the year 1700, when the Lower house
seems first to have Chosen their Clerk you will not only see the Gov-
ernors Approbation necessary but the Reason of it, the Lower House
being satisfied that the appointment of their Clerk was realy in the
Governor and only permitted to them out of his Condescension as
they themselves Express it with this Express Condition of Pre-
senting him for Approbation; all which you will see clearly in the
following abstract.
April 1700 Came from the house Col John Thompson Lieu'
Cot Thomas Smith, Mr Richard Tilghman and Mr John Wight who
acquaint his Excellency that the house is met according to Procla-
mation of Prorogation to this day; and desire his Excellency will
be Pleased to appoint them a Clerk.
Whereupon the following Message was sent to the house by the
Honble Col. Jowles and Thomas Tench Esquire.

Understanding by Your Verbal Message by Major Thomas
Smith and three other of your Members that your house is met
according to Proclamation of Prorogation to this day, and that you
desire a Clerk to be appointed you his Excellency is pleased to Leave
it to your house to nominate such Clerk and present him to him for
his Approbation, no one as yet having Addressed his Excellency for
that office
