[Council to Philip Thomas, Esqr.]
By a resolution of Congress of the 3d Instant, we are requested to
superintend the removal and safe keeping of the Germans from
Nolands Ferry on Patowmack River to Lancaster in Pensylvania and
also to superintend the removal and safe keeping of the Convention
Troops at Frederick Town from that Place to York Town in Pensyl-
vania. The State of Maryland is to furnish the whole with Supplies
through the State to the Borders of Pensylvania and then they are
to be supplied by that State who have Notice of the said resolution,
and are desired to make the necessary Preparations for the reception
of the Prisoners at the Towns aforesaid as aforesaid. You will call
on Mr Murdock for such Supplies as may be necessary. By a Letter
from the President of Congress and another from the Governor of
Virginia the Prisoners taken at the Cowpens are on their way to
Nolands Ferry and must be guarded and supplied through the State
in the same Manner as the others, we think it will be best to provide
three distinct Guards. The Company Acting as a Guard at Frederick
Town will be sufficient for the removal and safe keeping of the Con-
vention Troops now there. A Guard consisting of one hundred and
fifty Men under the Command of a vigilant trusty Officer will be
necessary for the removal of the Troops at Nolands Ferry; and the
like Number of one hundred and fifty will be necessary to guard the
Prisoners taken at the Cowpens. We apprehend every possible
Attempt will be made by the last mentioned Prisoners to escape from
the Guard and therefore every Precaution must be taken to prevent
it and rely on your Prudence and good Management in appointing fit
and proper officers and doing every thing else that may occur to you
to be necessary; you will call on the Lieutenants of Montgomery and
Washington for such Aid as you may think requisite and if you
should deem Guards assigned but insufficient you will add to them
in such Manner as you may judge proper. We have enclosed Letters
