[Council to Colonel Wilkinson.]

Yours of the 20th Instant was handed to us by Mr Martin Norris
and have sent by him one hundred Cartridge Boxes and one Ream of
Musquet Cartridge Paper. We have drawn an Order on the Trea-
surer in your Favor for 12. 10. 0 of the new Emission to enable him
to defray the Expences incurred in executing the Business he was
entrusted by you to manage, he will account with you for it

Martin Norris will deliver you ten Bushels of Country Salt.

Your letter of the 18th Instant we received and have wrote
Mr Matthews informing him that if he could satisfy you that the
Flour seized was actually purchased for the Bank and for the use
of the Army; we were of opinion it ought to be restored to the Agent
of the Bank, otherwise it should be disposed of according to the
Directions of the late Act which you are appointed to execute. The
Bank had no Permission to purchase nor was it necessary because
there was no Law subsisting (at the Time of the Application of the
Agent of the Bank) to restrain the exportation of Flour out of the
State by Land. If Mr Matthews can make it appear to your Satis-
faction that the Flour was really and without any Collusion by him
and Mr Smith as Agents for the Bank according to their Directions
and that it is to be applied to the use of the Army and to any private
Purpose. We think you should restore it to Mr Matthews otherwise
the Direction above ought to be

Wednesday 24th January 1781

Ordered that the western shore Treasurer pay to Joseph Cowman
Junr three thousand pounds to be delivered over to Hopkins, Wilson
and Moore Balance due them on Account of Tobacco purchased of
this State.
That the said Treasurer pay to William McKey seven hundred and
nine pounds fourteen shillings and nine pence of the new Emission
in lieu of twenty eight thousand, three hundred and eighty nine
pounds ten shillings due him per account passed by the Audr General.
That the said Treasurer pay to Thomas Giles eleven hundred and
fifty pounds, fourteen shillings and nine pence of the same Emission
in lieu of forty six thousand and thirty seven pounds ten shillings to
be delivered over to Samuel Gilpin due him per Account passed by
the Aud. Genl
That the Commissary of Stores deliver to Colo Uriah Forrest
Cloth and Trimmings for a suit of Cloaths for the year 1780 and
Cloath for a Coat and Trimgs for a Suit of Cloaths and Linen for
two shirts in part of the Articles for the year 1781
