Thomas Sim Lee Esqr]

Sir Not having been Honord with any Letter from Your Excel-
lency for a long time Past I am exceedingly at a loss how to conduct
myself.
I am entirely without money and am unable to do any thing for
want, what wheat I have cannot get manufactured for want of
Casks for 100 I have got I have been obliged to exchange wheat,
for some of the Millers Who I am in debt to will not let me have
flour untill I am able to pay them. I must therefore entreat Your
Excellency to consider me & if Possible to send me some relief I am
much distress'd being daily duned for above 8 months past & the
money having so much depreciated that my Creditors are out of
Patience
Our Sheriff must have money in His hands & if none can be
spared me from Annapolis Perhaps by an order on him I may obtain
some little
As the Tobacco for the Sept Tax must be paid in & as Your
Excellency pointd out the sale of It as a certain fund I make some
contracts on a certainty of being supply'd with Cash from thence

T therefore hope Your Excellency will enable me to comply -with

those Contracts. Its out of my Power to say how much I am dis-
tressed for the want of money or to know what I am a looser by
not being supplyd with Cash or what I am still to suffer As I have
every thing to Procurd for my Own Family & am without money or
Credit If there's any thing In your Excellencys Power I still hope
I shall not be forgot.

Gentlemen Your Letter of the 22d last relative to the Cattle at :
the Head of Elk did not come to our Hands 'till the 2d inst. &
yesterday we laid it before the Congress they have referred it to
the Board of War with Directions to take immediate Orders.

Sir I did not receive Your Excellencies Letter of the 24th Ulto
until yesterday owing to my own neglect in not calling at the Post
office before.
It has not been in my power to sell more than about thirty Hogshs
of Tobacco since Mr Chase left this and the money has been apply'd
in the purchase of flour and Ship Stuff except what it has taken to
pay the Butcher for the Beef Issued at this Post which is pretty
considerable since the Militia have been called upon duty, and I
know not what will be done for that article even at this Post a few
