You are well informed that these men have procured proper Cer-
tificates of the Pay and Cloathing due to them Respectively, not-
withstanding which, they have not been able to obtain either, nor
can they get informed when or where they will be able to get any
kind of Satisfaction. There are not less than 300 under this descrip-
tion, within the present year, who, after making application, without
effect, to the Board of War, to your Excellency in Council, and to
me as the Commanding Officer within this State, have retired to the
different Counties, very much dissatisfied and, I cannot help observ-
ing, with very just cause.
This has not only had the unhappy effect to prevent these men
reengaging themselves, but has Influenced those with whom they
Associate and are acquainted. It being the opinion of your Excel-
lency's Council that, there is no Law which would justify their
doing justice to these Men, I have, in behalf of them to pray, that
you will be pleased to represent their situation to the General
Assembly, who I am Sure, will do them Speedy and Ample Justice,
by ordering them to be paid the full amount of pay and cloathing
respectively due, and the amount thereof, charged to the United
States.

[Sam Huntington, President, Philadelphia, to His Excellency
the Governor, Lee]

Sir By the Act of Congress of the 30th Instant, herewith enclosed,
your Excellency will be informed that Majr Gen' Greene is to take
the Comand in the Southern Department; and you will also receive
the necessary Information of the Powers & Instructions given to
him by Congress; and that it is earnestly recommended to the
Legislatures & Executives of the several States, from the Delaware
State to Georgia inclusive, to afford him all necessary Aid & Assist-
ance.

[Chas Blake, Corsica, to Gov Lee.]

Sir I wrote yr Excell. by Mr Hemsley informing you of the
quantity of Wheat sent off, since which I have sent off 400 bus :
more. I am now out of Cash and the circumstances of my Family
will not permitt me to come over for a supply, but hope yr Excell :
will send it soon, and in case the Assembly do any thing to give
the New Money Credit I shall want a much larger Supply than I
have had yet I suppose about £3000; but since the arrival of some
Gent, from Baltimore I have been refused some parcels of Wheat
contracted for before. Mr Hemsly will know of yr Excell. whether
he can gett Continental money for some beefs I am to have of him
they are exceeding fine. I hope as soon as the Assembly do pass
any act about our money I may be inform'd of it that the People
may put some faith in it. I shall this week send off 400 or 500 bus.
