bad order, very Breachey suppos'd to be the very Pick of the State
for Roguery, I have endeavoured to get them Pastured to no pur-
pose, no person will take them and be accountable for them, I have
pastured them myself untill they have broke into my neighbours and
my own Cornfields, and done much Damage, which I am Obliged to
pay for on account of the state, and can no longer trust them out
of the Stable, even in the day time, as my pastures are all eaten up,
and almost all my Hay, I must intreat therefore that I receive some
instructions regarding them, so that I may get Rid of them, and
would advise the selling them, as few of them will ever be fit for
service, and the Forage they have already consumed is very consid-
erable, and in a short time will be worth more than the Horses,
have inclosed extract of a letter from the A. Q Master General to
Colo. Forrest regarding the certificates, which I apprehend will be
a very sufficient Excuse for my Issuing them, shall bring down the
Original with me when I come, which shall be as soon after the
Assembly sits as in my power ;

Sr I have your commands of the 12th Inst. To forward all the
Flour in my Possession to the Head of Elk wch shall be diligently at-
tended to, but as you make no distinction, must beg to be Instructed
whether or no I must send that which has been or may be Condemned
by the Inspector on accot of its being sour & musty.

Goverr Lee]

Sir Though we have not the honor of being Known to your Ex-
cellency we take the freedom of addressing to you under the Aus-
pices & at the desire of our old most p'ticular friend & Correspon-
dant Mr Stephen Steward, West-river, relative to a bill of Exchge
No 1. drawn by your State on Messrs Osgood Hanbury, Silvanus
Grove, & James Russell, state agents in London for £1500. Pursuant
to our friend Mr Steward's directions we got it presented as quick
as possible by very perticular friends of our's in London, Mess"
French & Hobson, & wrote ourselves at same time to the above three
Gentlemen, who unanimously refused accepting & accordingly we
now inclose you the protest, their answer to our letters we have in
cource forwarded to his Excellency Benjamin Franklin Esqr to
whom we also had the honor of Corresponding on the occasion, as
well as with Wm Carmichael Esqr & the other trustees, in short yr
Excellency may depend tht we spared no pains in our power in order
to procure payment for said bill as we Sho'd most certainly have had
great pleasure in giving you the utmost Satisfaction in the manage-
ment of this business, & Convincing yr Excellency the great atten-
tion we shall pay in Executing any orders confided to our care by
