Messrs Key and Bayard from the Lower house acquaint his Ex-
cellency that there is a sufficient Number of Members met to make
a House and wait his Excellencys Commands
Col Lloyd and Richard Lee Esqr are sent to acquaint the Lower
house that His Excellency requires the Speaker and the House to
attend him in the Upper House
The Speaker and the Lower House attend and His Excellency is
pleased to make the following Speech
Gentlemen of the Upper and Lower Houses of Assembly
Having received a Letter from the Governor of New York mak-
ing Application for Provisions for the Forces sent from this Prov-
ince, I found myself indispensibly obliged to call you together, tho
at this advanced Season, to lay that Letter before you, and to inform
you of the unhappy situation Our Troops are in, from being desti-
