Presidents for the Conferees to go by in Cases where they did not
otherwise Agree the Laws of Virginia and Pennsylvania relating to
Fees there, which Your Conferees would not agree to because they
might be permitted also to incert the Reasons above mentioned why
the Laws relating to the fees in Virginia and Pennsylvania were
improper for Precedents in Maryland which the Conferees of the
Lower House disagreed to and thereupon the Conferees of both
Houses agreed to make seperate Reports

May it please Your Honours
We are very sorry to find that the Conferees appointed by both
Houses in Order to adjust an Officers Fee Bill have broke up with-
out perfecting so just & desirable an end the disagreement between
them is such that they cannot agree to make a joint Report of their
Proceedings and as We are willing to think that Your Hononrs
as well as We, are desirous to put an end to a dispute of this kind,
and quiet the minds of the People herein, We have hopes You will
concur with Us in all Matters that may bring about a reasonable
Regulation of Officers Fees, which We still apprehend would be
