Had the many Objections made in your Message of the 8th Instant
by Colonel Harris to Our Bill for issuing 2636 :16:3 for Encourage-
ment of Persons enlisting themselves in his Majestys Service been
proposed as Amendments, or had you left us any room to expect
Your Approbation of it with such Amendments We certainly should
have concurred with many of them, and the Others by Conferences
or otherwise, might have been so accommodated as that the Bill might
