Ist The said Conferrees upon Mature Consideration of the
Bill aforesaid are of Opinion that the Clause relateing to Cut-
ting up Tobacco plants this present year stand as in the Bill.
2 That the Deduction of One third of all Tobacco Debts
and publick Allowances likewise stand as the Bill directs.
3 That foreign Merchants ought not to be Exempt from
the deduction therein
