The afd Bill & the Pet" brought down with it with the Petn
afd mencon'd Sent to the Lower House by Col Tilghman who
returns & Says he delivered the same.
Jno Rousby Esqr wth nine Others from the Lower House
deliver Col Holland the following Message Viz.

By the Lower House of Assembly

October the 21st 1720

May It please Your Honrs

Whereas the Comittee of Aggrievances have reported
Sundry Aggrievances to this house wch we Conceive are abso-
lutely necessary to be Redressed we humbly offer their Report
to your Consideracon And Request your Honrs to join with us
in Applying Remedies to so great Evills

The Comittee of Aggrievances report menconed in the Mes-
sage afd is as follows Viz.

By the Comittee of Aggrievances
Octr the 21st 1720
It is humbly Offered to this Comittee as an Aggrievance
that there are Severall of the Honble Councill Sitt as Judges
in the Provll Court which seems to be very Discourageing to
such psons as may have Just Cause to Appeal before the Govr
and Councill knowing that the same Judges sitt in the Courts
of Appeals all wch the Comittee referrs to the House for Con-
sideracon.

that Severall Clerks of Indictment Charges a fee for Drawing
an Indictment, wn no Bill found by the grand Jury wch the
