170 Assembly Proceedings, April 26-June 3, 1715.

last was read the first and second Time in the House of Del-
egates by especial Order and will pass and so indorsed.
The same is sent to the Honble Council by Mr Tyler and
Mr Hudson
They return and say they delivered the Bill.
Capt. James Harris from the Committee of Laws delivers
Mr Speaker an ingrossed Bill for the better Administration of
Justice in the several Courts for Recovery of small Debts and
preventing Commissioners and Clerks from pleading as At-
torneys and for Amerciaments in the Provincial and County
Courts which was ordered to be read in the Afternoon.
Major Roger Woolford from the Committee of Laws
delivers Mr Speaker a Bill relating to Criminals which was
read the first Time and ordered a second Reading in the
Afternoon.
Mr Foster Turbutt from the Committee of Laws delivers
Mr Speaker a Bill relating to the Standard &ta which was
read the first and second Time in the House of Delegates by
especial Order and will pass and so indorsed.
The same is sent up to the Honble Council by Mr Tyler
and Mr Hudson.
They return and say they delivered the Bill
Colo Thomas Addison from the Honble Council delivers
Mr Speaker the following Viz.

Mr Speaker,

I sent down a Royal Instruction to the House of Delegates
on the 1 6 of this Instant May by Colo Lloyd and Colo Ennalls
to which no Answer has been returned I desire you will offer
it to the Consideration of the House whether three Members
being returned for each County to serve in the Assembly will
not answer the End proposed by the said Instruction.

May it please your Excellency,
The one and twentieth Article of the Royal Instructions
brought down by Colo Lloyd and Colo Ennalls on the 16th and
your Message of this Day by Colo Addison being considered
and debated the Matter therein being new we desire the same
may be referred to the Consideration of next Sessions of
