212 Assembly Proceedings, Oct. 27 -Nov. 14, 1713.

Resolved that the honble Col Holland Samuel Young Esqr
and Col Tilghman be appointed Conferees to join with the
House's members on the Subject matter of appointing an
Agent for this Province and that they acquaint Mr Speaker &
the Delegates that they are ready to attend the Conference at
Mr Dodds

Lt Col Matt. Tilghman Ward and the other five Delegates
afd brought up a Bill for the naturalization of Stephen Rich
and others read in their house the first and second times &
Endorsed will pass

Which being read in Council was Endorsed

Read the first time & will pass As to Stephen Rich & Jno
Lornee and their Children; but the Board does not think it
reasonable to naturalize the Inhabitants of another Province
Viz Chars Pasteur.

Also a private Bill for the relief of John Coale of Charles
County Carpenter read the first & second times and Endorsed
will pass.
Which being read at the Board was Endorsed

Read at the Board the first time & recommended that Mr
Wm Bladen who claims an Interest in the Lands in the Bill
mentioned be heard thereto before the Bill pass

Mr Cheseldyne & Capt Watts came from the Delegates to
see Mr John Phelps Naval Officer of Potowmack make Oath
to his Accounts which he did in their presence at this Board
the said Accounts Ending the 24th Instt.
The Board being informed that several Masters of Ships
have lain in Potowmack on the Maryland Side and taken in
Tobo without Entering with the officers in this Province or
paying the Maryland Dutys Mr Phelps was cautioned by the
Honble President to take care to prevent such ill practices
for the future and to levy the Country Dutys & to compell
such Ships to enter with him and Mr James Bowles the
Collector

Major Sprigg & Mr Fendall bring up a Bill for the relief of
Henry Acton of Prince Georges County in making Valid and
Effectual a certain Deed of Bargain and Sale from Gilbert
Clark to John Bayne Endorsed

By the House of Delegates
30th October 1713

Read the first and second times by especial order & will
