thither returning thence with our English Manufactures. This
Trade must prove a certain Advantage to all our Plantations
by the Vicinity and Commerce of the Spanish West Indies
for I would have you consider 'tis not a true Spaniard but a
Spanish French King is our Enemy.
Then her Princely Care in passing an Act to encourage the
Transportation of Naval Stores from her Colonies that all
her Subjects abroad may truly reap the Benefit of their In-
dustry & Labour equal with those so immediately under the
gracious Influences of her Royal View and Patronage ; for

tho' Masts Tar and Pitch are not to be had here in such
Abundance as our Countrymen & Neighbours can furnish we
may have as good Hemp & Flax as any in the World without
any Diminution to our Tobacco Manufacture and I hope you
will be thoroughly sensible this generous Indulgence to us
and all our Fellow Subjects in America will certainly occasion
the Importation of all Necessaries from England oftner &
cheaper than at present the Want of which and their extrava-
gant Dearness has been and is still very burthensome and
ruinous to the indigent People of this Country.
These truly Royal endearing Benefactions must ever strike
deep in the Memory of all Loyal good Subjects Never let it
be saide Maryland was ungrateful to so good and gracious a
Sovereign who does with so much Wisdom Goodness &
steady Application endeavour the Prosperity of England and
all its Dependencies.
Mr Speaker, Her Majesty earnestly recommends the erect-
ing Towns & Ports which must certainly render you consid-
erable in a very short Time I presume as to their Number
and Situation her Majesty will be advised by you Gentlemen
who best know the proper Places for Trade & Business And
as the Advantages naturally proceeding from such Improve-
ments are many and for your own particular Good I hope
there is no Occasion to convince reasonable thinking men of
it's absolute Necessity nor can I think any Body will obstruct
this so noble generous Design but a few Gentlemen at Home
who have assiduously endeavoured by a certain Ingrossment
to make the Produce of your Land and Industry a sure
Monopoly to themselves whereby you can never let the middle
& lower Sort of People reap any Thing from a very hard
Labour and the Sweat of their Brows but a perpetual Indi-
gency.
Gent. I am obliged in Justice & good Nature to lay before
you the growing Evil of protested Bills and with great Friend-
ship recommend it to your best Considerations how that fatal
Grievance may be removed. I am obliged to take Notice
you make use of a very unparliamentary Practice which is to
