Lib. X. thought to be the eldest Counsellor and adjudged to preside in his Excellencys Absence. Read his Majestys Royal Instruction to his Excy the Gov- ernor upon his Death or Absence out of this Provs allotting one Moiety of the Revenue accruing to the said Govr to the Lt Govr or Commander in chief. p. 286 Whereupon the Board humbly conceive that the eldest Counsellor is the person intended by those words Commdr in chief and advise that, after his Excellencys departure to wit, the last of June next, her Majestys Receivers should take the Bonds for support of Government, One half to the Gov ernor his present Excellency Nathaniel Blakiston Esqr & the other half to the President, Thomas Tench Esqr his Honour giving his Bond to be answerable for the same in case her Majesty Shall Direct any part thereof to be otherwise applied which he says he is willing to do Proposed and resolved that his late Majestys Royal Com mission to his Excellency the Governor under the Great Seal of England settling the Govt the Commission to his Excel lency as Vice Admiral the Commission for trying of Pirates his Majestys Royal instructions to his Excellency by their Excellencys the Lords Justices the Lords Justices instruc- tions about Trade the right honble the Comrnsrs of the Customs instructions the several Letters under the Royal Signet, and from the Secry of State the Right honble the Lords of trade and Foreign Plantations the honble the Commsrs of her Majestys Customs and Letters to his Excellency from the Lords of the Admiralty be sealed up and left in the Council Office to be delivered up to the honble President upon his Exys Departure the last of July next. His Excellency Observes to the Board that when any Application is to be made to her Majesty by the Secry of State they must direct to the right Honourable the Earl of Manchester who has the care of the Southern Provinces His Excellency advises and Directs the President & p. 287 Council that they be very Cautious in pursuing the Instruc- tions of his late Majesty until further Orders from her present Majesty and that they always give Speedy Com pliance and answers to the several letters and Directions they shall from time to time receive from the right honble the Lords of the Council, of trade & Foreign Plantations. & that they do not call the Assembly together unless upon an Emergent Occasion & thanks God that he leaves the Country the Church being so well Established and the people happy in the peace and Friendship they mutually enjoy one to the other to the Great Quiet & Prosperity of this her Majestys Government.
