542 Appendix to Council Proceedings, 1696/7-98.
P. 0. R. Judges and Justices and all other persons that hold any office in our said Province by vertue of any patent under our Great Seal of England or the Publick Seal of Maryland. And that it may be the better understood what Acts and Laws are in Force in our Province of Maryland you are with the assistance of our Council to take care that all Laws now in Force be revised and considered and if there be any thing either in the matter or stile of them which may be retrencht or altered you are to represent the same unto us with your opinion touching the said Laws now in force (whereof you are to send a compleat Body unto Us) with such alterations as you shall think requisite to the end our approbation or dis allowance may be signified thereupon. You shall take care that the Members of the Assembly be elected only by Freeholders as being most agreeable to the custome of England to which you are as near as may be to conform yourself. And you are to permitt a Liberty of conscience to all persons so they be contented with a quiet and peaceable enjoyment of it not giving offence or scandall to the Government. You are not to pass any Act or Order within that our Pro vince in any case for levying money and inflicting Fines and Penalties whereby the same shall not be reserved to us for the Publick uses as by the said Act or Order shall be directed And we do particularly require and command that no money or value of money whatsoever be given or granted by any act or Order of Assembly to any Governor Lieutenant Governor or Commander in Chief of our said Province which shall not according to the stile of Acts of Parliament in England be mentioned to be given and granted unto Us with the humble desire of such Assembly that the same be applyed to the use and behoof of such Governor or Commander in Chief if we shall think fitt or if we shall not approve of such gift or application that the said money or value of money be then applyed and disposed of to such other uses as in the said Act or Order shall be mentioned and that from the time the same shall be raised it remain in the hands of the Receiver or Receivers of that our Province until our Royall Pleasure shall be known therein. And whereas we are willing in the best manner to provide for the support of our Government in Maryland by settling a Part sufficient allowance to such as shall be our Lieutenant Governor or Commander in Chief for the time being within the same Our Will and Pleasure therefore is that when it shall happen that you shall be absent from our said Province one full moyety of the Salary and all perquisites and Emolu ments whatsoever which should otherwise become due unto
