Lib. H. D. Carpentr went New England the 13th day of August 1697 with on board the Sloop Margtt David Kennedy Esqr Collr of that district. For & Sarah Vir- these reasons following Vizt That the Seamen gina built and bound for New belonging to the above Sloop left her refusing to England upon goe the Voyage declaring she was unsufficient the diligent Search made, the said Collectr giving a permitt to bring the goods a Sloope we shore by reason she was ready to Sink at Anchor found alto gether de- in the same Port and on the 26th of August as ficient & not above Christopher Jones and John Roach Carp qualifyed for Sea as is enters did search the above Sloop & have given attested & under their hands & declare & ready to attest the Sworne to as well for the sd said Sloop in such a Condition fitt for no man to Jones as me hazard his life in by wch reasons she proceeded the Subscriber. Ino Roach not her intended Voyage but is still in this Sworn to be- Province to the great loss of time & considerable fore me this 28th day of damage sustained by the said John Henry: This March Ano done in the presence of Ino Edgar and Iames Dom: 1697/8 George Lay- Brechin Wittnesses hereunto required this 24th field G. The above Protest was indorsed thus Vizt
By his Exncy the Governt &ca April the 12th 1698. Ordered that the within papers be referred to his Majtys p. 184 Lawyers for their report & opinion thereon to be given wth all possible speed. Signed p Ordr Hen: Denton Cl Concil.
We do humbly Certifye that we do take this protest to be very insensible writing & do not know what to say further to it. R. Gouldesborough Willm Dent.

His Majesty having taken into consideration how much it concerns the good of his Subjects, and the security of trade that all Pyrates & Sea Rovers should be supprest, who are observed to have very much encreased of late in their num bers, and to have done great damages, as well to his Maj estyes Subjects, as the Subjects of other Princes and States in Amity wth his Majesty, and there being ground to believe,
