we have in yor Excy tht the act for Encouragemt of Learning
& Advancemt of the natives of this Province shall not here-
after be prostitute to violation wee freely and Cheerfully
Grant all tht yor Excy herein required both in Honr to yor Excy
and Respect to those worthy p'sons & what further assurance
is Required to be put on our Journall direct to be made & we
will doe it

Ordr that Capt Philip Hoskins & Mr Richd Tilghman Carry
the sd Bills to his Excy and Councill who returne and say they
dd theire Message.
The Honble Thos Tench & Thomas Brookes Esqrs Enter
the house & Bring back the Bills sent this morning & these
following Messages Viz.

By the Govr and Councill in Assembly
Iuly 22d 1699.
Gent:
Yor Message by Mr Simon Willmore and others has been
read & Considered at this Board & allthough you seeme
vnsatifyed notwithstanding all the Concessions of his Excy &
this Board more than Ever was Known and yor returneing all
the offers made from hence wth Refusall Especially the Bill for
Manages after Reasons Given yet wee have againe at yor
repeated Instances taken the matter into Consideration &
Intending if possiable to Gratifye yor desires have resolved
1: That if the money proposed his Excy may be Immedi-
ately paid & not delayd as you Propound
2: That if theire be Power Left wth his Excy & Councill
wth the Comittee to raise money or Tobb: in Case of any
Emergencye to defray all Charges thereof
Then we Consent tht all the money in Banck may be
applyed to defray the Publick Charge wch notwithstanding we
Cannot advise to as proper or for the Countrys Good.

being a Confirmation of yor good opinion of me & I am not
wthout Hopes but this will Turne to a good accott of the Prov-
ince as well as the rest of what you have done this sessions of

returned wth Interest in serving the Country Treble what you
