That the said Treasurer pay to Como Thomas Grason one
hundred and fifty five Pounds, five shillings for the use of
Robert Johnson due him per Acct passed by the Depy Aud.
Commission of a Letter of Marque & Reprisal issued to
John Martin Commander of the Brigantine Tom Johnson 120
Tons Burthen navigated with 40 Men mounting 12 Carriage
Guns 4 Swivels and 16 small Arms belonging to Johnson &
Ridley & others of Maryland,
dated 25th Septr 1779

[Council to S. Smith.]

In Council Annapolis 8th Octr 1779
Sir.
We have just received a Resolution of Congress of the
2d Instant recommending to the Governor and Council of this
State to permit as much Bread, Flour and Wheat to be
exported for the State of Virginia as the said State may want
for its public Supply. We have also received a Letter of the
5th Inst from Col. Saml Griffin requesting that there might be
enclosed to you the necessary Powers for the Purpose, you
being appointed Agent by the Board of War of Virginia.
There does not appear to us to be any Thing further neces-
sary to empower you to execute this Business, but to give
Permission to the Particular Vessels to load the Bread and
Flour which you may purchase for and send to Virginia, which
we shall grant on being made acquainted with the Descriptions
of the Vessels you employ, the Names of the Captains and
what they are to load with and Bond and Security being given
to deliver the Lading to the Board of War and produce a
Certificate here of its having been done, the Dangers of
the Voyage excepted.

[Council to Delegates in Congress.]

In Council Annapolis 8th Octr 1779.
Gen'
Mr Francis Lewis on the 27th Jany 1779, wrote the Governor
from Baltimore that he was on a Visit to his Family then there,
that as a Member of the Marine Board, he had been charged
to inspect the fitting out some Continental Vessels, of which
one was a new Vessel, fitting out for a Packet Boat, com-
manded by Thos Read Esqr that she was pierced for 12 Guns,
4 poundrs " and, as no such Cannon could be procured at
