I have this moment arriv'd here in Pursuance to his Excel-
lency Gen' Washingtons Instructions, a copy whereof I here-
with enclose you and shall wait your further directions.
I have been favored by Mr Calhoun with the perusal of your
letter p Express and it may be necessary, if the enemy mean
a serious attack on this place to alter the disposition of some
pieces of Artillery and likewise to erect Beacons in the
Country on such heights as command an extensive view that
the Alarm may be general to collect the Militia in these cases
I mean to wait your Excellencys Approbation
& am with due Respect

Sir
We Have the Pleasure to acknowledge your Excellency's
Favor, by this Post & in Answer we observe that the Reason
of the last Recommendation was, that Congress had appointed
a Committee, in conjunction with the General, to new model &
reduce the Number of regimental commissioned Officers that
Regulation took Place in May 1778 after which the States, it
was presumed wou'd resume their Powers conforming to the
Regulation adopted in May 1778. A Vessel having a short
