Hands and Seals, that six hundred & two Bushels and one half
Bushel of Indian Corn seized by James Calhoun Esqr Deputy
Quarter Master General, in the Hands of Isaac Griest, was
adjudged to be seizable under an Act of Assembly of this
State and was delivered to the said James Calhoun Esqr
Andrew Buchanan & Edward Cockey Iustices of the Peace
for Baltimore County certify that " nine Barrels of Flour the
property of Robert Riddle was seized by Robert Buchanan
Assistant Commissary of Purchases which has been ludged to
be engrossed contrary to Law"

In Council 29th Jany 1779
Sir
The above is a Copy of the Resolution of the 13th of Decem-
ber last of the General Assembly. The accounts of all ex-
pences of the Civil and Military Establishments of this State
being kept by you, it is in your Power only to make the best
and most particular Estimate of them: We therefore request
you will furnish us, as soon as it can well be done, with the
actual Expence of the Year 1778 under the Heads of The Civil
Establishment. The Marine the Matross and the Militia, and
of general Charges, which may not be standing Expences but
occasional, or any other more particular Heads, as you find
convenient and think proper, remarking and adding the
further Allowance, if any made, for the year 1779. We are
very desirous of being so exact and particular as to afford the
satisfaction desired

[Delegates in Congress to Gov. Johnson.]

Sir
Congress have not yet laid down any permanent Principle to
ascertain each State's Proportion of Men and Money: what is
suggested on this subject in the Articles of Confederation is
not compleated and therefore could not be adopted. The late
apportionment of Monies was made according to Principles
which originally obtained that is according to the number
of Souls in each State as ascertained by Estimates formerly
furnished by the Delegates.
But even this mode was not strictly attended to: Rhode
Island & New York being invaded were unable to pay the
