his amuseing the people, as the paper falsely saies, under
Penns Charge, by threats or drawing them from their obedi-
ence, there was noe need at all of it, And soe not likely that
Coll Talbott should proceed in that manner; ffor friend Penn
is doeing that work euery day for himselfe; if what the friends
of Pensiluania say be true, and I must tell you Circumstances
doe fauor them, and therefore the thing not altogether
improbable. And soe much for the 8th Section and soe lett
us proceed to the ninth.
9thly Where 'tis boldly affirm'd by Mr Penn [The L: B:
hath noe warrt to run his Line to the riuer of Delaware,
neither by the King's Letter nor by his owne Pattent, if he
peruseth it well; where he will find the Bay, But noe riuer of
Delaware.] Most profound ! and at Sight, to some persons
vnanswerable: But however let us Examine the Kings letter
and the Charter of Maryland. I suppose our friend here
meanes his Maiesties Letter of the 2d of Aprill 1681; ffor the
second Lre he waued and would haue taken that from the
L B: at the first Conference, had not his Lopp laid hold on' t at
the Table, where the two Prop" satt. That first Letter then,
(if I may presume to say I vnderstand it) Comands the Diui-
sion, and Seperation of the two Prouinces according to the
Degree of 40 North Lattitude Exprest in his Maiesties Letters
Pattents, soe much therefore for the Certainty of the North

bounds of Maryland and South bounds of Pensiluania: Now
for the East bounds of Maryland, for most assuredly his
Maiesty, in all his-Royall Charters, is positiue and Certaine in
what he grants; Therefore I say it being Exprest in his Lopps
Charter; [Vnto the maine Ocean on the East and betweene
that bound on the South unto that part of Delaware Bay on
the North, which Lyeth under the 40th Degree of North Latti-
tude from the Equinoctiall where New England Ends] shews
plainely to all the sober and Judicious (Except Mr Penn) That
either Delaware bay or Riuer must be his Lopps East bounds
soe farr as the Degree of 40 North Lattitude: And if friend
Penn will allow the L. B: an aduantage by the word Bay
insteed of Riuer Delaware his Lopp beleeues neuerthelesse,
that by his Charter Delaware Riuer will be by the King in
Councill adjudged his naturall East bounds. And if Mr Penn
would not be displeased at me, I would Venter to say he
knows it soe to be; for Else why did he tell the L. B: in Mr
Ephraim Hermans orchard May last vpon the L. Bs pressing
for his Right on Delaware; [That he knew not what to say,
the L. B: must then haue the two Lower Counties I think
(saith Mr Penn) from the Duke, which was giuen out by him
as a baite for his Lopp to Catch at; and soe to keepe New
Castle and the land vpwards to the Degree of 40 to him. An
Excellent Mistery is it not ?
