[Council to Col. Richardson.]
In Council Annapolis 14th May 1777.
Sir.
Mr Andrew Porter of Capt Cosden's Company in your Bat-
talion, has sent us his Refusal to act. Colo Rumsey, Colo Hol-
lingsworth and Mr Josh Gilpin have strongly recommended
Mr Abm Broome of Cecil County, to fill his Place of first Lieut
Mr Broome was out with the Cecil Battalion this Winter,
and Colo Hollingsworth mentions his having behaved with
approved Spirit in two or three Skermishes. Mr Broome says
several young Fellows promise to go with him. We think it
not improbable that Mr Broome's being made a first Lieut
would give Uneasiness to the other Officers, and we are
desirous of appointing none without consulting you as we
mentioned to you before, we therefore thought proper to men-
tion Mr Broome's Appointment to you, that this Business may
be conducted, as you and we think it, the most for the Public
Service, and have promised to advise Mr Broome, as soon as
the Appointments are made, whether he is gratified or not.

Ordered That the Western Shore Treasurer pay to Charles
Wallace Howard, one hundred pounds, on Acct
Jacob Wort a Lad in the Independent Company lately com-
manded by Captain Bracco is hereby discharged from the
Service, not being sixteen years of Age, and it is ordered that
he draw no Pay from the tenth Day of December, 'till the
Time of his Discharge.
Ordered That the Western Shore Treasurer pay to Edward
Timmonds twenty six Pounds for seven Musquets.
That the said Treasurer pay to Lieutt Colonel Ford fifteen
hundred Dollars, on Acct of the sixth Regiment.
Jacob Norris appointed Ensign of Captn Harriss's Company
in the 6th Regiment
John Watkins appointed Ensign in Captain Lawrence's
Company in the 6th Regiment.
