Council the stamina of Judgmt Hints the assessment Bill for
the Kings Service not passed, sent by the Lo. H. to the Upr
H. rejected by the Upr H. witht any reason I say this Hint
conclusive in his reflections abt the money Bills & an Agent
he says " why have the Upper H. rejected the Bills with giving
any reasons for it, or proposing any amendment, since they
assume a right to amendment of Money Bills: here he hints
the Lex Parlamenti the Lo. H. Assumption ! is not extant upon
the Journals of Assembly cogent reasons agt passing the first
Bill by the Upper H. & supported therein by & wth the advice
of Mr Pratt his Majesty's Attorny Genl extant on the Journals.
As to the Agent Bill has not the Upr H. giving reason agt it,
therefore how false his charge. And then again abt an
address how false, the Non-presentmt of the Delagates
Address: It was present'd to the Earl of Egremont one of His
Majesty's Secrys of State & by him rejected to the King from
the impropriety of the Address as I learn't at the Office. Mr
Franklyn now Govr of the New Jersey by him presented as
their Agent said at the office; how false not presented? I
desired to be heard agl the Alligations of the Address, & of
this I acquainted at the office of Secy is it to be conceived that
Mr Franklyn acquainted his constituents of nothing of his
procedure with their Address & for wh they must have paid
for the trouble given him. No sure not to be conjectured.

the County Court, the Provincial Court, the Court of Chancery
& the Court of Appeals Subjoins Notes of answrs with mixt
Reason mixt propositions denounces good & Bad as matter
& motion jumble in his Brain invenom'd to his Point of Defa-
mation & abuse, Darts at his Lord Proprietor & at his &ca
nay. prognosticates of future Ages, so wonderful is his
sagacity, with submission I shall venture to touch But one
of his charges viz: It is so, the clerks of the County Court
preside as Judges in the Provincial Courts & other Judges
are composed of men who enjoy other offices under the Pro-
prietor. It is very absurd distribution of Power certainly &
ought not to exist, & No doubt Judges should be always for
Life, no remove witht cause shown & Awarded. Such Judges
ought to be men of Stability & sound Judgement, who are
they but men of circumstances, Honour & of good Erudition:
