[Barrister Carroll to Council.]

Gentn The inclosed was sent to my House at Annapolis
and by my Clerk sent me up here. Mr Hughes by what he
has heard supposes there may be 20 Nine Pounders cast by
this time, tho he has not since we saw him at. Balto Town
received any letters from his Brother, there will be he tells
me 1080 wt of Powder wanting to try them all, 180 wt for the
20 Nine Pounders, and 900 for the 50 Eighteen Pounders at
the weight of the ball in Powder for each Gun. this I suppose
must be ordered from Frederick Town, however you will con-
sider whether it may be necessary to send the powder for the
Eighteen Pounders till all or some of them at least be cast.
You will observe what he says about the kinds of Powder. I
suppose that sent from Annaps to Frederick was proper for
Cannon, if not I do not know that we have any, the only
method then we can fall upon must be to diminish the quan-
tity in proportion to the strength, this I collected from him was
what he desired. I really do not know any person of experi-
ence & knowledge that we could appoint to attend the proving
of them and trying of their Bores to find whether they were
clear of material flaws. Major Price if he be with you, per-
haps may be able to inform you of one. Mr Hughes mentioned
Mr Steel & Mr Baird, if they understand it and will be pleased
to undertake it I am sure I shall not have the least objection
to them. Mr Cummings waits on you with his bond he has
made some alterations if you agree to them I shall have no
objection.

Friday 23d February 1776.

Council met. Present as yesterday except Mr Jenifer, who
was desired by the Council to attend Mr Johnson on public
Business at Baltimore Town. Mr Hall attended.
Ordered That the Treasurer of the Western Shore pay to
Mr Elie Vallette nine pounds six shillings, being the Expence
of removing the Records of the Commissary's Office.
Messrs John Shaw and Archibald Chisholm agreed with the
Council of Safety to stock the Gun Barrels made by Mr Isaac
Harris for the use of this Province at the price the same are
done in Philadelphia.
Ordered That the Treasurer of the Western Shore deliver
to Messrs John Shaw & Archibald Chisholm 50 of the Gun
Barrels left with him by Mr Isaac Harris to be stocked by said
Shaw & Chisholm, and take their Receipt for the same.
